unnecessary zeal to protect the youth,,, laudable..,as they say everything in excess is bad,  ;D ;D ;D however, the programs are extensive, everything seems promising, budgetwise, affordable or everything just for show? the kind of programs never to be witnessed only read about,  > > >,

haha, it's just talk, implementation wise,,hhmm, well,very vague. As they say easier said than done. Actually PD 603 suffices (the age thing, changing it from 15 to 13 is still a matter of dispute for my taste), Anyway, what i don't get is the lawmakers keep on amending existing laws which has not been fully enforced yet, ergo, has not been fully studied and tested for their efficacy, these laws could have sufficed if only they were enforced. However the Philippines is faced with a lot of problems regarding acts in conflict with law yet due to the non existence of laws enacted, these ill deeds remain unpunished, if not , the punishment just doesn't justify the cause. Why not try to focus their energies on what the country really needs rather than keep on perfecting the existing laws...say why not do something about the proliferating problems on cyber crimes? rather than thinking of ways on how to pamper the citizenry and make their names look good by being advocates of our rights, not that there is something wrong with that, just not anything in excess, as i have mentioned before.

----RA 9344? basta what i know is my instructor keep on using that as an example... ala raw silbi,, dapat daw ages of criminality palitan kasi kahit na raw ten years old  ngaun eh may criminal mind na..  ;D ;D ;D.. law enforcers na raw nahihirapan.. dapat raw kasi before law makers will make laws or pass bills, those who are directly involved on its implementation like the PNP are consulted first.. hekhek.. what kind of planning was that nga pala? broad external policy planning??? weeahahahaha.  > > >

sTeg RA 9344 was promulgated precisely to protect the welfare of our youth or juveniles, if you may. I suggest you read the Introductory Parts of the Bill when it was presented for deliberations by both our Congress. Normally, the sponsors of the bill attached this Intro to justify the passage of the bill. Perhaps, you also want to know the stand of each members during the deliberations, so  read it. What about those who had been invited to provide additional inputs during same deliberations? What am saying is, the law had been passed and now for enforcement and implementations as to its intent and purpose. Of course, there will be unscrupulous people who will find loopholes and exploit them for their selfish ends. Thats where we Criminologist enters the picture. Your professor should be able to explain the many intricacies of this bill rather than confused you.

this law is made for the children but as we all know that some of the syndicate use children on illegal act i think this bill should be revised coz most of our young ones are being used by syndicates and as we speak now we can also see that the criminals are all getting younger
