yes, standards are formulated... but are they observed? or just kept in manuals? implementation is what we lack.

so there is no justice at all..fer cops who get caught and later let loose by higher ups..hm..

so, whatis NAPOLCOM's role and the PNP?

NAPOLCOM makes the rules and the PNP breaks them?..well, some of em..scary man.

Nope, the police police itself.. based on standards set by the NAPOLCOM and existing statutes...

but of course, like any other orgs, again... deviations, lapses, laxes, hmmm..

In almost all uniform services dereliction of duty is a fact of life. What is important is corresponding punishment are meted to offenders. For recidivests, they should be weeded out of the service.
